It depends. I cannot generalize the answer. But to give you some glimpse of understanding on these both breathing practices, kapalbhati is shatkarma (purificatory cleansing action) as well as breathing exercise which is essentially a voluntary abdominal breathing whereas bhastrika is only forceful deep breathing exercises. In kapalbhati, exhalation is more focused than inhalation, whereas inhalation and exhalation, both are actively done in Bhastrika.

In kapalbhati, abdominal muscles are used to actively contract and push the abdomen inward. The pelvic region is also automatically contracted.

So, what we do in kapalbhati is exercising the abdominal muscles and massaging the abdominal organs, alongwith the elimination of carbon dioxide from the body. In this way, with kapalbhati, we clear our respiratory passage and keep it free from impurities and mucous, etc. as well as stimulate the nerve in the abdominal region and in the skull (that's why it is called kapalbhati and it is categorized under Shatkarmas, six cleansing yogic actions). So, seeing all these advantages of kapalbhati, I would prefer it to Bhastrika pranayama.

Breathing exercises affect people differently, so it's hard to give a general answer. However, let me explain the two exercises you mentioned: kapalbhati and bhastrika.

Kapalbhati is both a purifying exercise and a breathing exercise. To do it, you exhale forcefully and contract your abdominal muscles, which massages your organs and clears your respiratory passage. Many people like this exercise.

Bhastrika is different. You inhale and exhale forcefully in this exercise, which you usually do while sitting. It can help you have better lung capacity and less stress.

Breathing exercises affect everyone differently, so there is no one-size-fits-all answer. Kapalbhati is a breathing exercise that involves forceful exhalation and abdominal muscle contraction, which can help clear your respiratory passage and massage your organs. Bhastrika is different, involving forceful inhalation and exhalation to improve lung capacity and reduce stress. Both have benefits, but kapalbhati is my personal favorite because it focuses on abdominal breathing and respiratory clearance.
